Program Description

This program will cover key insights from industry leaders on what to expect from the results of the recent presidential election. Topics of discussion will include the possible impact on the economy, legislation, banking, financial services, and much more. Hear these invaluable insights from former United States Representative and the current President & CEO of the Illinois Bankers Association (IBA), the President of the Community Bankers Association, and the President & CEO of the Illinois Credit Union League.

All proceeds from this FMS Chicago Chapter event will be donated to the Women’s Business Development Center (WBDC), a 501(c)(3) nationally recognized leader in the field of women’s economic development. The mission of the WBDC is to support and accelerate business development and growth, targeting women and serving all diverse business owners, in order to strengthen their participation in, and impact on, the economy. In FY19, WBDC offered 7,269 hours of business counseling, certified 2,016 Women Business Enterprises, created or retained 1,581 jobs, helped clients win over $409 million in federal and corporate contracts, and infused over $3.3 million in capital into the community.

Randy Hultgren

President/CEO, IBA

Randy Hultgren is the president and CEO of the Illinois Bankers Association (IBA). Mr. Hultgren, an Illinois native, has served in a number of elected offices for over 24 years. Most recently, he served in the United States House of Representatives from 2011-2019, representing the 14th Congressional District of Illinois. In Congress, he served on both the House Financial Services Committee and the Science, Space and Technology Committee. Prior to his time in Congress, he served as a member of the Illinois Senate from 2007-2011, and as a member of the Illinois House of Representatives from 1999-2007, while also serving on the financial institutions committees in both chambers.

In addition to his public service, Mr. Hultgren has worked in finance, banking and law. He was a senior vice president of commercial lending with Wintrust Financial, and, before being elected to Congress, he was a vice president of Performance Trust Investment Advisors. Mr. Hultgren is a graduate of Wheaton Academy and Bethel University, where he obtained a double major in Political Science and Speech Communications. He received his Juris Doctorate degree from the IIT Chicago-Kent College of Law in 1993. Mr. Hultgren and his wife, Christy, have four children, and the family resides in Springfield, Illinois.

Kraig Lounsberry

President, CBAI

Kraig Lounsberry joined the Community Bankers Association of Illinois staff on July 1, 2008, bringing more than 25 years of governmental relations experience to the CBAI team. His experience has been in both public and private sectors. In October of 2016, Mr. Lounsberry was named the president of the Community Bankers Association and assumed that role effective January 1, 2018.

Mr. Lounsberry earned a master’s of arts degree in political studies from Sangamon State University, Springfield (now University of Illinois, Springfield), and a bachelor’s of arts degree in economics and political science from Knox College in Galesburg, Illinois. Mr. Lounsberry resides in rural Pawnee, Illinois with his wife, Debbie, and children, Ashley and Jackson.

Tom Kane

President/CEO, ICUL

Tom Kane has been President/CEO of the Illinois Credit Union System since 2015. Since joining the Illinois Credit Union League and LSC in 2003, Mr. Kane has held several key leadership roles including Chief Administrative Officer, Executive Vice President of Operations, and Chief Security Officer. He previously held executive positions with Aon Corporation and Focal Communications and worked at Quaker Oats and the Central Intelligence Agency. Mr. Kane serves as a Director of the Credit Union National Association (CUNA), Credit Union Museum, Cambio Financial Health, is Vice Chair of League InfoSight, and is a member of the FIS Credit Union Advisory Board. He earned a Master’s Degree in Government and International Studies from the University of Notre Dame and a BA from Loras College in Dubuque, Iowa, majoring in Business, Political Science, and History. Mr. Kane and his wife Beth reside in Glen Ellyn, Illinois where they raised their four now-adult children and are slowly renovating their home.

Scott Richardson

Present and CEO, IZALE Financial Group, LLC

Scott Richardson is President and CEO of IZALE Financial Group, LLC. Scott brings experience in the financial services and life insurance industries that touches five decades. Scott has had extensive contact with bank and credit union regulatory agencies and was involved in the development of customized benefit plans and BOLI placements for hundreds of banks and credit unions throughout the country. This unique background provides Mr. Richardson with considerable expertise in the legal aspects of compensation, nonqualified benefits and bank- or business-owned life insurance (BOLI) plan design.

Scott Richardson has addressed numerous banking and credit union groups (FMS Forum, Defense Credit Union Council, Community Bankers Association of Illinois, etc.) on the topics of executive compensation, nonqualified benefits and BOLI. In addition, he has been quoted in various banking trade publications including North Western Financial Review, Illinois Banker, Hoosier Banker and Wisconsin Community Banking News regarding the impact of Financial Institutions Letter 127-04.

Scott has a law degree from Mitchell Hamline College of Law, St. Paul, Minnesota. He is a member of the Association for Advanced Life Underwriting (AALU) and is past president of the Twin Cities Society of Financial Services Professionals.

Scott Richardson has earned designations as a Chartered Life Underwriter (CLU) and Chartered Financial Consultant (ChFC), and holds Series 6, 7, 63, 65 and 24 licenses. Scott serves on the board of an Illinois community bank and is a shareholder in several others.
